In a coordinated move, five Eastern Caribbean nations Antigua and Barbuda, Dominica, Grenada, Saint Kitts and Nevis, and Saint Lucia will enact legislation in September 2025 to establish the Eastern Caribbean Citizenship by Investment Regulatory Authority (ECCIRA). Notably, this body is widely referred to as the Caribbean CBI Regulator. According to the Organisation of Eastern Caribbean States, the decision follows two years of sustained consultation, negotiation, and legislative drafting.
